Rental Compliance, Made Clear

A practical guide to minimum standards, gas and electrical safety checks, records and follow-up.

Know the Baseline

A Safer Home Starts with Clear Responsibilities

Victorian rental providers and agents must make sure a property meets all 15 minimum-standard categories when it is advertised or offered for rent, and before a renter moves in. Gas and electrical appliances and installations also require regular safety attention.

Moment Group helps owners coordinate property information, qualified providers, reports and follow-up within one clear management process. Licensed specialists perform regulated safety work; we help owners understand and track the next action.

Requirements can vary with the agreement date, property, equipment and any exemption. Current official guidance should always be checked before a decision is made.

Gas & Electrical Safety

Regular Checks, Qualified People, Reliable Records

For agreements covered by the current rules, safety checks are not a one-off task. Timing, qualifications, recommendations and evidence all matter.

A Check Is Only Part of the Process

The right professional, a complete written record, prompt action on recommendations and a visible next due date are what turn an inspection into an accountable compliance trail.

Gas Safety

Gas Safety Checks

For new rental agreements entered into after 29 March 2021, gas safety checks must be completed every two years by a licensed or registered gasfitter with the required Type A appliance-servicing endorsement.

  • If no check was completed in the previous two years when a renter occupies the property, arrange one as soon as possible.
  • Disclose the date of the latest check and any outstanding recommendations before entering a rental agreement.
  • Keep the check record until the next record is created.
Electrical Safety

Electrical Safety Checks

For applicable agreements, all electrical installations and fittings must be checked by a licensed or registered electrician at least once every two years.

  • Power outlets and lighting circuits must have compliant circuit-breaker and residual-current-device protection.
  • The record should identify the electrician, date, results, required repairs and actions taken.
  • Keep the latest record until the next safety-check record is created.
Minimum Rental Standards

Fifteen Categories, One Habitable Baseline

The standards cover basic facilities, electrical safety, comfort, security and the physical condition of the property.

01 / ESSENTIALS

Everyday Facilities

Bathrooms, kitchens, laundries and toilets must have the required facilities, working fixtures and appropriate hot and cold water connections.

02 / SAFETY

Electrical & Security

Electrical protection, external-door locks, secure openable windows and cord anchors for internal window coverings form part of the safety baseline.

03 / COMFORT

Heating, Light & Air

Fixed heating, functional lighting, adequate ventilation and closable window coverings support privacy and a liveable indoor environment.

04 / CONDITION

A Sound, Healthy Property

The property must be structurally sound and weatherproof, free from building-related mould and damp, and supplied with vermin-proof rubbish and recycling bins.

How Moment Helps

Keep the Compliance Trail Connected

Clear coordination helps turn a rule, report or recommendation into a visible next action for the owner and property-management team.

01 / REVIEW

Understand the Property

Bring together agreement dates, property details, appliances, existing reports and known issues.

02 / COORDINATE

Arrange Qualified Help

Coordinate access and communication with appropriately licensed or registered external professionals where required.

03 / RECORD

Keep Evidence Together

Connect safety records, reports, invoices, recommendations and completed actions to the property's management file.

04 / FOLLOW UP

Track the Next Action

Communicate material findings, seek owner instructions and follow agreed work through to completion and the next reminder.

Urgent gas or electrical issues need immediate attention

A gas leak, dangerous electrical fault, failure of essential supplied appliances, or failure of gas, electricity or water supply may be an urgent repair. Renters should use Moment's urgent-repair contact process immediately rather than wait for a routine compliance review.

Current Guidance

Check the Official Source Before You Act

Rental rules and energy-efficiency requirements continue to change. New rental energy-efficiency minimum standards are scheduled to begin from 1 March 2027, so forward planning matters.
